List of documents required for connection
1. ENERGY TERMS AND CONDITIONS
- valid for a period of two years from the date of issuing
A completed and signed Application for issuance of ENERGY TERMS AND CONDITIONS – this document is to be submitted by the owner or the Administrative department for planning, construction and environmental protection
-For buildings already constructed – A COPY OF A VALID BUILDING PERMIT or RESOLUTION ON CONSTRUCTION TERMS AND CONDITIONS or MAIN DESIGN CERTIFICATE or DECISION ON THE AS-BUILT STATE or CERTIFICATE OF THE AS-BUILT STATE (this document is to be issued by the Administrative department for spatial planning, construction and environmental protection) – CONNECTION IS IMPOSSIBLE without this document!
- For buildings constructed prior to February 15th, 1968 – rather than A VALID BUILDING PERMIT you may submit A CERTIFICATE OF THE STATE GEODETIC ADMINISTRATION, demonstrating that the building was entered into the cadastre prior to February 15th, 1968 (the document is issued by the Regional Cadastral Office)
-For NEW buildings – Main Design Certificate or Decision on the Construction Terms and Conditions is issued by the Administrative department for planning, construction and environmental protection after obtaining the Energy terms and conditions, so in that case this document must be submitted before the Energy consent is obtained
COPY OF CADASTRAL PLAN not older than six (6) months (this document is issued by the Regional Cadastral Office as an original)
COPY OF THE TITLE DEEDS CERTIFICATE – LAND REGISTRY to be no older than one (1) month (this document is issued by the Land Registry)
ID CARD COPY of building owner/cadastral plot of land or EXTRACT FROM THE COURT REGISTER for companies
CONCEPTUAL DESIGN
A certified designer takes over the APPLICATION FOR ISSUANCE OF ENERGY TERMS AND CONDITIONS, completes the remainder of the application, and draws up the conceptual design.
As a minimum, the CONCEPTUAL DESIGN must contain:
COPY OF CADASTRAL PLAN with the building drawn on the plot of land
SPACE SURFACE in m2 and VOLUME OF SPACE in m3 which will be heated/cooled
Anticipated NOMINAL HEAT LOAD and NOMINAL HEAT CAPACITY (POWER) OF CONSUMER DEVICES anticipated for HEATING, COOLING OR PRODUCTION PROCESS
BUILDING LAYOUT PLANS
To mention ON WHICH CADASTRAL PLOT OF LAND the gas connection will be provided, including THE NAME OF THE STREET, THE HOUSE NUMBER AND THE NAME OF THE SETTLEMENT. If there is no house number, this will be required from the Cadastral Regional Office prior to connection.
2. CERTIFICATE OF COMPLIANCE OF TECHNICAL DOCUMENTATION WITH APPLICABLE ENERGY TERMS AND CONDITIONS
Duly completed and signed Application for certificate of technical documentation compliance – this document is to be submitted by the owner or designer
HOUSE CONNECTION AND INTERNAL GAS INSTALLATION DESIGN – 3 copies of the design, from that one copy is filed with the Archive of Montcogim-Plinara d.o.o.
The project must contain the aforementioned issued and valid ENERGY TERMS AND CONDITIONS
3. ENERGY CONSENT
- valid for a period of two years from the date of issuing
Duly completed and signed Application for issuance of ENERGY CONSENT – this document is to be submitted by the owner
HOUSE CONNECTION AND INTERNAL GAS INSTALLATION DESIGN for which the consent was issued – according to which the house connection and internal gas installation is to be performed
For NEW buildings – DECISION ON THE CONSTRUCTION TERMS AND CONDITIONS or MAIN DESIGN CERTIFICATE or DECISION ON THE AS-BUILT STATE or CERTIFICATE OF THE AS-BUILT STATE
COPY OF CADASTRAL PLAN not older than 6 months (this document is issued by the Regional Cadastral Office) – if any change takes place (for example parcelling) in relation to the previously issued energy terms and conditions – an original is required
COPY OF THE TITLE DEED CERTIFICATE – LAND REGISTRY no older than 1 month (this document is issued by the Land Registry) – if any change takes place (change of owner) in relation to the previously issued energy terms and conditions
LIST OF RESIDENTIAL AND OFFICE UNITS for multi-residential buildings and/or office buildings – condominium conversions
Procedure preceding the CONNECTION AGREEMENT
1. To procure ENERGY TERMS AND CONDITIONS
2. Based on the energy terms and conditions, to draw up the design regarding the house connection and gas installation with a selected certified designer, and to procure a CERTIFICATE OF COMPLIANCE OF TECHNICAL DOCUMENTATION WITH THE APPLIED ENERGY TERMS AND CONDITIONS
If some defects should be determined in the design, the designs are to be returned for correction with a list of remarks, and the designer is under obligation to correct them. On correction, the designs must be returned to Montcogim-Plinara for reexamination with a list of remarks.
If there are no defects in the project, or all remarks are corrected, a CERTIFICATE OF COMPLIANCE OF TECHNICAL DOCUMENTATION WITH APPLICABLE ENERGY TERMS AND CONDITIONS is issued. The stamp of Montcogim-Plinara d.o.o and the signature of an authorized person must be applied to each design. One (1) copy is filed at the Archives of Montcogim and two (2) copies are to be returned to the investor.
3. To procure an ENERGY CONSENT
4. CONSTRUCTION INSPECTOR CERTIFICATE demonstrating that no legal dispute or no other inspection process is conducted on the stated plot of land, the building is not in a zone due for demolition, and there is no other legal obstacle – Montcogim-Plinara sends the application for confirmation based on the submitted document for approved construction.
5. CONNECTION AGREEMENT
Period of realization of a particular phase
ENERGY TERMS AND CONDITIONS – for a maximum of one (1) month from the date of submission of the application
CERTIFICATE OF COMPLIANCE OF TECHNICAL DOCUMENTATION WITH APPLICABLE ENERGY TERMS AND CONDITIONS – a maximum of one (1) month from the date of correction of all remarks concerning the project
APPROVAL OF THE CONSTRUCTION INSPECTOR – not under the authority of Montcogim-Plinara d.o.o.
A copy of the document for the approved construction is to be officially sent by us to the BUILDING INSPECTION for each building in order to obtain approval for connection to the gas system. We receive the approval only if there is no legal dispute or other inspection process in progress, if the building is not in demolition zone, and if there is no other existing legal impediment (the average time for obtaining approval is about one month)
SIGNING THE CONNECTION AGREEMENT – at the moment when the Energy Consent and the Approval from the Construction Inspector has been obtained, and when the weather conditions allow the implementation of house connection.
IMPLEMENTATION OF HOUSE CONNECTION WORK – in accordance with the contract, within three (3) months from the date of signing the contract (you can get the precise time during the signing of the contract, because this will depend on the contractors’ current activities)
IMPLEMENTATION OF INTERNAL GAS INSTALLATION – according to the design for which a Certificate of Compliance of Technical Documentation with Special Terms and Conditions is obtained, after the Energy Consent is obtained and in consultations with a QUALIFIED GAS-INSTALLER, registered in Montcogim-Plinara, who is under obligation to report the implementation of a gas installation before he commences the implementation of such work.
TAKING OVER THE INTERNAL GAS INSTALLATION – according to the agreement between the qualified gas-installer and Montcogim-Plinara d.o.o.
INSTALLATION OF A GAS-METER, GAS CABINET AND REGULATOR – after the gas installation has been completed, when the gas consumer appliances are correctly fitted and connected, and when the chimney cleaner’s verification has been received for any gas consumer appliances that may be connected to the chimney – as agreed between the investor/owner and the Montcogim-Plinara office.
